Engr. Evelyn Villar Sagun

Capacity Development and Governance Manager, USAID Clean Cities, Blue Ocean Program

Engr. Evelyn Villar Sagun is a Sanitary Engineer with a master’s degree in public management. With 19 years of experience working with the government, she retired early to join the development sector in 2023. During her government career, she assisted schools, hospitals, barangays, and municipal LGUs in establishing solid waste management programs using limited resources. Her extensive experience includes engaging local governments in solid waste management planning and implementation, scaling successful models, leveraging funds for improved systems, and rehabilitating waste management facilities.

Before her current role, Engr. Sagun worked as an Urban Environmental Management (UEM) Specialist with the USAID EcoGov Phase 1 and Phase 2 Projects from 2003 to 2011. She is currently the Capacity Development and Governance Manager for the USAID Clean Cities, Blue Ocean Program, focusing on reducing plastic pollution and promoting a circular economy across the Philippines and the Pacific. Engr. Sagun is also a lifetime member of the Solid Waste Association of the Philippines.
