Phan Tuan Hung

Director General of the Department of Legal Affairs and President of the National EPR Office, Ministry of Natural Resources and Environment, Viet Nam

Dr. Phan Tuan Hung is a leading public administrator and environmental policy expert in Viet Nam. He serves as Director General of the Department of Legal Affairs at the Ministry of Natural Resources and Environment and heads the National Extended Producer Responsibility (EPR) Office. His leadership has been instrumental in promoting the circular economy in Viet Nam.

Dr. Hung holds a PhD in Public Administration from the University of National Administration in Viet Nam, a Master’s in Economics and Public Management from Brussels University, and a Bachelor of Laws in Economic and International Law from Hanoi University of Law.

Known as the “father” of Vietnam’s EPR policy, Dr. Hung played a central role in crafting and implementing this groundbreaking law, which holds producers and importers accountable for the lifecycle of their products, from production to waste management. His efforts have been vital to advancing environmental protection and waste management in Viet Nam.

With his deep expertise in public administration, environmental policy, and law, Dr. Hung continues to lead key initiatives to reduce pollution and promote sustainability in Viet Nam.
